No-confidence motion against Modi govt rejected, House adjourned

The NDA government on Friday night sailed through the no-confidence motion against it in the Lok Sabha, with Prime Minister Narendra Modi dubbing it a result of the opposition's "arrogance" and its 'Modi hatao' mindset as he hit back at Rahul Gandhi over "childish" behaviour.

The government got the support of 325 members, while 126 backed the motion with 451 MPs present in the House.

Members of the Shiv Sena, BJD and TRS were not present in the House when the voting took place. Several AIADMK members opposed the motion, in a boost to the NDA.

Replying to an over 10-hour debate on the motion, Modi appealed to all parties to defeat it and accused the Congress president of "crushing" the truth and "playing with national security" by making allegations against him on the Doklam issue and by speaking of graft in the Rafale aircraft deal.

 

NDA has the confidence of the Lok Sabha and the 125 crore people of India.

 Hours after Gandhi left everyone surprised by walking across to the Prime Minister's chair to hug him, Modi sought to turn the tables on him, saying he appeared to be in a hurry to occupy his seat as he kept asking him to stand up for an embrace.

"What is his hurry to come to power? Let me tell this member, it is the people who elected us. That is how we have come here," he said.

The whole country has watched the game he played with his eyes, Modi said, evoking laughter from treasury benches as he gestured with his hands, apparently referring to Gandhi's wink in the House following his speech.

If Gandhi kept Modi in his line of fire through his speech, it was the turn of the Congress' ruling family when the prime minister spoke.

"The country is not unaware of the history of one family which stoked political instability in the country time and again for its selfish intersts," he said.

Modi said his fate was in the hands of 125 crore people and added that he prayed to lord Shiva, who was invoked by Gandhi in his speech, and the countrymen, that the Congress leader bring a similar no-confidence motion in 2024.

France on Friday said a security agreement it concluded with India in 2008 legally binds the two countries to protect the classified information relating to operational capabilities of defence equipment.
 
However, the statement issued by the French government after Congress President Rahul Gandhi raised the Indo-French Rafale jet deal during the no-confidence motion in Parliament, did not specifically mention whether the classified information included details of the pricing.

Earlier in the House, Rahul Gandhi walked up to Modi after completing his speech. The Congress leader then hugged the PM, who replied with a smile and patted his back.
The Shiv Sena, which will abstain from voting, says the issues raised by Congress president Rahul Gandhi in his speech in Parliament did have some basis. "The image that PM Modi and the BJP government created can be damaged by such allegations," Shiv Sena's Anandrao Adsul was quoted as saying by ANI.

Responding to Rahul Gandhi's allegations, Defence Minister Nirmala Sitharaman said that the secrecy agreement with France was signed in 2008 and that the Rafale deal was also covered under it.


"You can abuse me, you can call me 'pappu', but I don't harbour any hatred for you. I will take this hatred out of you," said Rahul Gandhi.

Rahul Gandhi said that during the adjournment break, not only Opposition MPs but also NDA MPs congratulated him and said that he spoke very well. 
"A few days ago, there was another 'jumla strike'. PM Modi's MSP (minimum support price) move gave farmers the benefit of Rs 10,000 crore, while Karnataka, just one state, gave its farmers Rs 34,000 crore," said Rahul Gandhi.

Before the adjournment, the Congress president had also attacked the Modi government's handling of relations with China. Rahul Gandhi said that PM Modi sat on a swing next to a river in Gujarat with Chinese President Xi Jinping, then the Chinese president went back and sent his troops into Doklam. "Our soldiers showed their strength and resisted them," added Gandhi.

Rahul Gandhi also attacked the government over the India-France Rafale defence deal. He said that while the Defence Minister had said that there was a secrecy pact with France on the Rafale deal, he had personally met the French President and asked him if any such pact existed, upon which the latter clearly said that there was no such pact. 


"Whereever PM Modi goes, he speaks of employment. Sometimes he says make 'pakodas', sometimes he says open a shop. Employment will come from small & medium businesses. PM did demonetisation; maybe he did not understand that farmers, labourers, and the poor conduct their work in cash," said Rahul Gandhi.

China provides employment to 50,000 youth every 24 hours, while the Modi government provides employment to 400 youth in 24 hours, said Gandhi.

"You are the victim of a 21st-century political weapon and you are not the only one. The political weapon is called the 'jumla strike'," said Congress President Rahul Gandhi.

BJP's Rakesh Singh accused the Congress of giving the country a 'daagdaar' (tarnished) government, adding that the BJP has given India a clean and 'dumdaar' (strong) government.

BJP's Rakesh Singh said that the whole of India recently saw Karnataka Chief Minister HD Kumaraswamy crying. "He said he is drinking the poison of alliance. We all know whom he was talking about," added Singh.
BJP's Rakesh Singh said that frustration and desperation were the main reasons behind the no-confidence motion.


"For 48 years, the Congress has done the politics of scams. In 48 months, we have governed with schemes," said BJP's Rakesh Singh.

There was an uproar in the Lok Sabha after BJP MPs protested over an 'offensive' word used by a TDP MP for PM Modi, news agency ANI reported. Defence Minister Nirmala Sitharaman demanded that the word be expunged from the records.


No way will AIADMK support the no-confidence motion, says party MP V Maitreyan.


TDP's Jayadev Galla says more funds have been allocated for statues than for Andhra Pradesh's capital Amaravati.
"We are with the Modi government," said Bihar Chief Minister Nitish Kumar on being asked the JD(U)'s stand on the no-confidence motion in the Lok Sabha.


"PM Modi is singing a different tune, which the people of AP are keenly observing and they will give a befitting reply in coming polls," says Galla, adding, "BJP will be decimated in AP the way Congress was if people of AP are cheated. PM Modi, this is not a threat, it's a 'shraap'."


"How can the Prime Minister not keep the word of his predecessor? Should he even have a choice?" asks TDP's Galla in the Lok Sabha. 
 
"Former PM Manmohan Singh had assured special status to Andhra Pradesh for five years," says Galla. 
"While campaigning in Andhra Pradesh, PM Modi had said that Congress killed the mother and saved the child. Had I been there, I would have saved the mother too. (The) people of AP have waited for 4 long years for him to save their mother," says TDP's Galla in the Lok Sabha.


"Andhra Pradesh was burdened and it came out as a loser due to the bifurcation," says Galla.
Voting on the no-confidence motion will take place at 6 pm today.
"When Andhra Pradesh was divided, it was done in an undemocratic way," says Galla in the Lok Sabha. 
"Telangana is not the new state; Andhra Pradesh is the new state," says Galla, adding, "We face the challenge of building institutions and industry." 
"BJP declared a war on TDP," says Galla, adding, "It is a war of discrimination... it is 'dharma yuddh'. It is a war between majority and morality."

TDP says that the no-confidence motion was brought due to lack of fairness, lack of trust, lack of priority, and lack of unbiased approach from the Modi government's side.

BJP has expressed confidence that it would be able to defeat the Opposition-sponsored no-confidence motion. "The numbers are very clear. The BJP by itself has a majority in the lower house. We have nearly 314 members within the NDA and there are many other parties which are likely to oppose this no-confidence motion - because this is completely pointless," said BJP national spokesperson G V L Narasimha Rao. 
BJP President Amit Shah has arrived in Parliament ahead of the no-confidence motion in the Lok Sabha, news agency ANI tweeted.


Only about optics?
 
  • The BJP continues to command a majority of its own in the Lok Sabha

The AIADMK, with 37 members in the Lok Sabha, on Thursday indicated that it might not support the Opposition's no-confidence motion. 
The Telangana Rashtra Samithi will participate in the debate in the Lok Sabha on the no-confidence motion and will finalise its stance on Friday, TRS MP B Vinod Kumar said.

Shiv Sena chief Uddhav Thackeray has asked his party MPs to remain in Delhi, but the final decision as to whether the party will support the Modi government against the Opposition's no-confidence motion will be taken on Friday.

Ahead of the no-confidence motion, PM Modi on Friday hoped that MPs will rise to the occasion and ensure a constructive debate. 
 
"Today is an important day in our parliamentary democracy. I am sure my fellow MP colleagues will rise to the occasion and ensure a constructive, comprehensive and disruption-free debate," said Modi, adding, "We owe this to the people and the makers of our Constitution. India will be watching us closely."  


The debate will conclude with a reply from Prime Minister Narendra Modi.
The ruling BJP, which enjoys a majority in the House, has been given 3 hours and 33 minutes in the debate.
Other opposition parties such as the AIADMK, Trinamool Congress (TMC), Biju Janata Dal (BJD), Telangana Rashtra Samithi (TRS) have been allocated 29 minutes, 27 minutes, 15 minutes and nine minutes, respectively. 
Congress President Rahul Gandhi and the leader of the party in the House, Mallikarjun Kharge, are likely to speak on the motion.
Main opposition party Congress has been allocated 38 minutes to present its views on the motion.
Jayadev Galla will be the first speaker of TDP, followed by Rammohan Naidu.
TDP will initiate the debate on the no-confidence motion in the Lok Sabha today and it has been allocated 13 minutes by the Speaker. 
Seven hours have been set aside for the debate on the no-confidence motion against the Modi government, which will begin at 11 am and go on without the lunch break.
