Rafale debate highlights: Oppn attacks govt; Lok Sabha adjourned

The Rafale row took centre stage in Lok Sabha proceedings on Wednesday with Finance Minister Arun Jaitley defending the Modi government's procurement of the French fighter jet. Earlier, Rahul Gandhi sought permission to play a purported audio tape of a Goa minister on the Rafale deal but refused to authenticate it, prompting Union Minister Arun Jaitley to accuse him speaking "lies repeatedly".

Initiating a discussion on the Rafale issue, Gandhi targeted Narendra Modi, claiming that he "does not have guts" to come to Parliament to confront questions on the issue and "hides" in his room.

The Congress leader also rejected Modi's claim in an interview that there was no personal allegation against him, saying this is not true as the entire nation is asking him direct question.

Jaitley demanded if he can authenticate it, but the Congress leader said he would not do so.

Rajya Sabha, Lok Sabha adjourned till 2 pm
Goa Minister Vishwajit P Rane: The audio tape is doctored. Congress has stooped to such a low level to doctor a tape to create miscommunication b/w cabinet&CM. Mr Parrikar has never made any reference to Rafale or any documents. Have asked him for a criminal investigation into this.

In the audio clip released by Surjewala, Rane purportedly can be heard saying that during a Goa cabinet meeting last week Parrikar stated he had an entire file and all documents relating to the Rafale deal lying in his bedroom, Surjewala claimed, playing the conversation for the media outside Parliament.

However, there was no confirmation on whether it was the voice of Rane in the audio. The identity of the other person was also not ascertained.
Surjewala quoted Rane as saying, "The chief minister made a very interesting statement, that I have all the information of Rafale in my bedroom....that's means he is holding them to ransom. He said it is in my bedroom here only in my flat, each and every document on Rafale."
Congress demands answers from Narendra Modi on Goa CM Manohar Parrikar's purported claim that he had a file on Rafale "lying in his bedroom" and asked if this was the reason why a joint parliamentary committee probe was not being ordered.

What is the controversy around Rafale deal? Here's a timeline

  • The first deal to buy 126 Rafale fighter jet from France’s Dassault Aviation was negotiated in 2012, but never finalised

  • In 2016, Narendra Modi signed a smaller deal, this time with the French government, for 36 aircraft in “flyaway condition”, to be delivered between end-2019 and early 2022

  • By 2017, questions were being asked. How much was the deal involving far fewer aircraft worth?
How purchase of 126 Rafale jets from France became a controversy

Home Minister Rajnath Singh on Monday rejected allegations of corruption in the Rafale deal while asserting that a lie repeated again and again will not become a truth.

"The Congress should understand that a lie spoken many a time cannot turn into truth. We have been ready for a discussion from the very first day. But why is the opposition party running away (from a discussion)," Singh said.
As Speaker Sumitra Mahahjan was about to adjourn the House on Monday, Kharge reminded her about Jaitley's challenge and asked her to fix the time for a discussion on January 2.

"I am not saying no...why should I say no...In fact the House was prepared for a debate but something happened and you (Congress) started demanding JPC probe...you keep your challenges to yourself... don't challenge me. When the debate will take place, I will decide...you will decide," Mahajan remarked and then adjourned the House for the day.
Arun Jaitley had alleged that the Congress was "running away" from a discussion and was spreading "lies" over the deal.

"If you have the courage, begin the debate immediately," Jaitley said soon after the House voted the Supplementary Demands for Grants amid din and slogan shouting by the Congress demanding a JPC probe on the Rafale deal.
"Jaitley ji has thrown a challenge ... we accept it... we are ready for a debate on January 2. Please decide a time," Congress leader Mallikarjun Kharge said in the Lok Sabha on Monday just as it was about to adjourn for the day.
